Negotiations for a system to reduce forest loss by paying developing countries to preserve their forests are taking place under the banner Reducing Emissions through Deforestation and Forest Degradation (REDD+). Alongside the international negotiations, national governments are developing individual strategies for implementing REDD+. This paper makes the case for a system of independent monitoring for REDD+ (IM-REDD) as a means of assessing progress during the readiness phase of REDD+ and building confidence in the mechanism for the future.
