Global Witness first visited Peru in 2004, when meetings were held with stakeholders in the forest sector ranging from government institutions to grass-root organisations, the private sector and the donor community. This provided a first opportunity to engage in discussions about forest governance and illegal logging in the country. A feasibility study was carried out in response to the interest raised by IFM as a potentially useful tool in the country.
In July 2006, Global Witness was invited by the Multi-Sector Commission Against Illegal Logging to deliver an informative workshop on IFM. This event was attended by multiple stakeholders, including government authorities, civil society representatives and the private sector.
Following the workshop, Global Witness and the Multi-Sector Commission signed an agreement where both committed to follow up on the interest raised and work jointly on the design and implementation of an IFM pilot project in Peru in the near future.
