5. TRANSPARENCY
Key ministries and members of the Steering Committee were unable to obtain an updated concession list from the Ministry of Agriculture until it was released to the international donors at the pre-CG meeting of 27th January 1999. It is disturbing that the RGC perceives the provision of information to the donor community to be more important than interdepartmental communication.
This lack of transparency in the forestry sector, almost one year after the Forest Policy Reform Project made it one of their major recommendations is of paramount concern, especially given the ease with which this situation could be improved.
For reform to be effective details of concessions, management plans, forest inventories, concession maps, forestry revenues, location and status of prey coups, and details of past irregularities of the concession companies should be available to the public.
